10/29/2025 Announcement:
As part of South Texas Electric Cooperative’s (STEC) Shortlisting process, we are continuing our evaluation of proposals across all categories and require additional time to complete our review. Accordingly, STEC is extending STEC’s deadline to issue shortlist notifications to all Participants through close of business on Friday, October 31, 2025 (Central time). This extension relates solely to STEC’s notification to Participants; it does not require any action or additional information from Participants by that date.
This schedule adjustment applies to all proposal categories and does not alter any other terms, conditions, requirements or Participant submission deadlines under the RFP. For the avoidance of doubt, no Participant submissions are due on October 31, 2025, and the Final Offers deadline of December 3, 2025 (5:00 p.m. Central time) remains unchanged at this time. STEC reserves all rights under the RFP, including the right to further modify the schedule in STEC’s sole discretion. To the extent reasonably possible, we will keep Participants apprised of any additional changes.

July 18th Update
Subject to the applicable requirements and eligibility criteria set forth in the RFP, STEC may also consider Proposals that include a Battery Energy Storage System (“BESS”) for a portion of the 500 MW of requested capacity. Any proposed BESS must be capable of providing peaking and firming service to support the delivery of dispatchable energy—either alone or in combination with other generation resources —in accordance with its rated capacity, duration, and the operational and reliability standards outlined in the RFP documentation. Please note, however, that proposals to deliver a solar + BESS configuration will not be considered.
Participants submitting Proposals with a BESS component must clearly specify the size (MW and MWh), technology, and operational characteristics of the BESS, as well as indicate whether the Proposal contemplates an acquisition, PPA, or tolling transaction structure. All BESS-related costs, interconnection requirements, and performance guarantees must be included in the Proposal. STEC reserves the right to evaluate the benefits and risks of any BESS component as part of its overall assessment of Proposals.
